Federal and state laws provide for the right to legal representation in cases where a person`s liberty or other constitutional interests are at stake, such as criminal proceedings and government actions to terminate the parent-child relationship. But a person is not entitled to legal representation in other areas, including divorce and custody, protection from domestic violence, eviction and foreclosure, landlord-tenant disputes, claims, contract disputes, inheritance, and elder care. Legal aid lawyers work tirelessly to help as many poor people as their limited resources allow, and private lawyers donate their services to the public pro bono – for the public good. A University of North Texas study showed that Texas lawyers provide more than two million hours of pro bono legal advice to the poor each year. Despite all these efforts, the demand for civilian services remains overwhelming. Texas legal aid providers help more than 100,000 families each year, but they estimate that three out of four qualified applicants are turned away because of lack of resources. National and other state studies predict that 80 to 90 percent of low- and middle-income Americans with civil law issues are unable to get representation.
