I am asked to contact the Ministry of Defence, Department of Former Military Welfare (DESW) O.M. n° 28(3)/2012-D(Res-!) of 09.07.2012 and 46.01.2013. The issue of consideration of these guidelines in the light of comments/contributions from various sources and the decision of the Government of India to procure goods and services from all departments/ministries through the GeM portal was discussed by the Government. As a result, the guidelines for the operation and functioning of the General Directorate of Resettlement (DGR), which are equipped with security services for former soldiers, have been revised and new guidelines have been issued by DESW with No. 28 (75) 2020 / D (Res-!) of 13.05.2021 and Corrigendum No. 28 (75) 2020 / D (Res-I) of 53.06.2021. Copies of the above-mentioned directives of 13.05.2021 and the corrigendum of 23.06.2021 are attached. 3. It is therefore requested that all IFAs/IPAs be able to be recommended to take note of the revised guidelines in order to ensure that the acquisition of security personnel is carried out only through the security authorities responsible for the Directorate-General for Resettlement.

2. In this context, it is also notified that the Ministry of Public Enterprises has changed its OM number. DPE-GM-12/0001/2016-GM-FTS-5410 of 13.09.2018 has already stipulated that all CSPS that need personnel for security services receive the same from DGR certified Ex-Servicemen security service providers. This department is also taking steps for the immediate integration of the services purchases of the Directorate-General for Resettlement, which are associated with the security services on the GeM portal.
